The Missouri Society of Naturopathic Physicians' legislative team works year-round to ensure that Missouri legislators understand and recognize the importance of regulating naturopathic medicine. Missouri is one of the unhealthiest states in the country, and we are committed to changing that by closing the provider gap and bringing Naturopathic Medicine to Missourians.
Currently, Naturopathic Doctors (NDs) in Missouri are unable to obtain a license to practice because the state does not recognize NDs as licensed healthcare professionals. Without state licensure, NDs are unable to legally diagnose and treat diseases. However, once Missouri grants licensure, NDs will be able to fully care for patients as primary care physicians and implement the broad range of skills they are trained to use such as ordering labs and diagnostic imaging, writing prescriptions, and referring patients to other medical specialists. Additionally, state licensure will attract more NDs to Missouri, increasing access to this valuable form of medicine for a much broader population.

Legislative Update – April 2025
At the Missouri Society of Naturopathic Physicians (MOSNP), we remain steadfast in our mission to advance the recognition and regulation of Naturopathic Doctors (NDs) in Missouri. While this legislative session has brought its challenges, our vision is unwavering — and our progress, though not always visible, continues to grow.
Where We Are Now
Earlier this year, our legislative sponsor informed us that HB 91 would not be a top priority during the 2025 session. Although the bill remains filed under his sponsorship, we have not been able to secure a committee hearing, and no further movement is expected before the session closes on May 16.
It’s important to understand, though: the introduction of a bill itself is a significant achievement. It represents months — even years — of preparation, relationship building, drafting, and advocacy. Without our committed supporters and coalition partners, HB 91 would never have made it to the House floor to begin with. Many issues never reach that stage at all. Introducing a bill keeps the conversation alive, sets the foundation for future success, and shows lawmakers that there is sustained interest and organization behind the cause.
And we’ve seen that progress firsthand. Just last year, our legislation received a committee hearing and successfully passed out of committee — a huge step that shows we’re not just being heard; we’re being taken seriously.
Looking Ahead
While this session may not yield immediate results, it has allowed us to deepen our relationships with key legislators and build new alliances. Several new and returning lawmakers have expressed interest in supporting our efforts next session, and we’re actively preparing for a stronger, more visible return.
HB 91 seeks to:
Protect the title of “Naturopathic Doctor” for those who have completed accredited, doctoral-level education and training,
Establish a comprehensive scope of practice that allows NDs to conduct physical exams, diagnose and treat both acute and chronic illnesses, and prescribe nutraceuticals and certain pharmaceuticals when appropriate.
This legislation would not only ensure public safety and clarity — distinguishing highly trained NDs from traditional naturopaths — but would also expand access to effective, preventative healthcare across Missouri.
